PMS reads WOT on TPS. Meter reads 0.954vdc....WTF???

My PMS reads WOT ont he PMS with the key on/engine off but I measured it with the multimeter and get 0.954 with the blade completely closed. Is this normal until the car starts? Man I want this thing to start and run good so i can try and sell complete.

Well, I found the function to change the percentage on TPS settings. Now it reads Idle. I guess I just need to play with it a little more and it'll get done.

Reading instructions is a smart thing.
